Lucy: GXY maps

The maps in Lucy do not only contain an ILcdView, but also:

A layer control which gives you an overview of which layers are currently loaded, allows to re-order the layers, ...
A tool bar which contains buttons to activate different controllers, a combo box to change the projection of the view, ...
A menu bar which contains actions to print the map, open and save data, and so on.
...

All these concepts are bundled in an ILcyGenericMapComponent.
