Introduction
This ILcdRectifiedProjection uses a 2D rational function for mapping tie points between reference systems.
The rational function is of the form:

Given the degrees of the two rationals and the sets of source/target tie points, the coefficients of the rationals are computed using the least-squares method.
The minimum number of pairs of tie point required for computing the coefficients is
given by the formula:
(num + 1) * (num + 2) / 2 + (den + 1) * (den + 2) /2 - 1

are the degrees of the numerator
and denominator polynomials, respectively.
If fewer point pairs are available, the projection will gracefully fall-back to lower degrees, starting with the denominator (as long as the denominator degree is larger or equal than the numerator degree, it will be decreased first). There should be at least 3 pairs of tie points.

Known limitations
- The rational function becomes very unstable when the degree of the two rationals increases to more than 2 or 3.
