Lucy addon for AIXM 5.1.

This addon adds support for encoding and decoding AIXM 5.1 files. It will only visualize BASELINE and SNAPSHOT data by default. Time dependent data in AIXM 5.1 (TEMPDELTA) can be visualized using the TLcyAIXM51RealtimeAddOn.

This addon provides a format with an ILcyLayerStyleProvider that returns layer styles that extends TLcySLDLayerStyle. This layer style provides the possibility to change the styling of AIXM 5.1 in 2D and 3D using SLD feature type styles. More information on the use of feature type styles in AIXM 5.1 can be found here.
