Feature info encoder that encodes the features as GML 3.1.1.

The following models are not supported and will be skipped, resulting in an empty GetFeatureInfo response:

• GML 2 or GML 3.2 models, since they can't be transformed to GML 3.1.1.
• ILcdDataObject models that already depend on GML (for example: ASTERIX file format), since they can't be transformed to GML 3.1.1
